On 28th March 2012 The Baltic and International Maritime Council (BIMCO) published its standardised contract for Private Maritime Security Companies (PSMC’s) to provide armed/unarmed security services on board merchant vessels. GUARDCON was formulated in consultation with ship owners and operators, Flag States, Governmental agencies, insurance groups and PMSC’s. Part of its rationale was to address many of the shortcomings being offered by some PMSC’s, particularly the lack of suitable insurance cover, uncertainties regarding command and control and inadequate procedures for Rules of the Use of Force (RUF).
Following its review of the contract and in consultation with its legal team, Spirit Security Services has made the decision to comply with the terms and conditions of GUARDCON. Spirit’s Managing Director Ed Hill announced that “Spirit is one of the first companies to conform to GUARDCON and fully welcomes any policy that sets a benchmark on compliance for the private maritime security industry. We fully endorse GUARDCON as a standard contract and see this as the way forward to a mutual and trusting relationship with our clients”.
